Establishment

In March 2013, the LAPSSET Corridor Development Authority (LCDA) was established through the Presidential Order Kenya Gazette Supplement No. 51, Legal Notice No. 58, The LAPSSET Corridor Development Authority Order 2013 to plan, coordinate and manage the implementation of the Lamu Port-South Sudan-Ethiopia Transport Corridor.

The LAPSSET Corridor Development Authority is domiciled in the The Presidency in accordance with the Constitution of Kenya 2010. The Board of the Authority was Gazetted by H.E. the President on 1st March 2013.

Mandate

Plan, co-ordinate and sequence LAPSSET Corridor projects in collaboration with implementing ministries and agencies

Co-ordinate implementation of LAPSSET Corridor projects across implementing ministries and agencies.

Provide leadership, direction, and guidance in operations and implementation of the LAPSSET Corridor.

Ensure implementation of all decisions and resolutions of the Government.

Mobilize funds to project components using a variety of resources including budgetary resources from Government, donor loans, infrastructure bonds and private finance.

In collaboration with the relevant National and County Government department, build the capacity of LAPSSET Corridor towns to manage the urban growth resulting from LAPSSET Corridor investments.

Promote the competitiveness and use of the LAPSSET Corridor for the transport of goods and people.

Provide a forum for all stakeholders in the LAPSSET Corridor.

Key Milestones

  • March 2012Launch

    The LAPSSET Project is officially launched in Lamu by the then Heads of State of the 3 partner states. The late Prime Minister Meles Zenawi of Ethiopia, The late President Mwai Kibaki of Kenya, and President Salva Kiir of South Sudan.
  • March 2013LCDA Established

    LAPSSET Corridor Development Authority (LCDA) is established via executive order in the Kenya Gazette Supplement No. 51, Legal Notice No. 58 of March, 2013.
  • August 2014Lamu Port Contract Signed

    The contract for the construction of the 1st 3 berths was signed on the 1st of August 2014 with a Chinese EPC.
  • October 2016Dredging Begins

    Dredging for the 1st 3 Berths and the access channel at Lamu Port begins
  • 2017Master Planning Undertaken

    Development of the Preliminary Master Plan for Lamu Port City and Investment Framework undertaken.
